- Oct 2025The paper “blue book” work permit is discontinued. All applications must now be filed through the mandatory e-Work Permit online platform.
- May 2025Thailand Digital Arrival Card (TDAC) is now mandatory for all arriving foreigners — replaces the old TM6 paper form.
- Feb 2025SMART Visa restructured — only the SMART-S (startup founder) category remains. All other SMART categories discontinued.

Compliance Warning
Remote or freelance work performed from Thai territory — even for a foreign employer — may still require a valid work permit if conducted physically within Thailand. Penalties for non-compliance include fines on both employer and employee, potential imprisonment, and deportation or blacklisting.

Thailand Work Permit Types
Standard e-Work Permit
Since October 13, 2025, Thailand's paper-based blue book work permit has been fully replaced by the e-Work Permit system. All new applications, renewals, and cancellations must be filed online through the Department of Employment portal. Approved applicants receive a credit card-sized digital permit with barcode and QR code.
Medical Certificate Requirement
Every work permit application and renewal requires a medical certificate from a Thai hospital or qualified clinic, dated within 30 days of application. The certificate must confirm the applicant is free of:
Urgent Work Permit (UWP)
Time-LimitedGranted for foreign experts or consultants required for specific urgent matters that would cause demonstrable damage to the business if not completed immediately.
- Applicant must leave Thailand once the work is completed
- A new UWP cannot be applied for until 45 days after the previous UWP expired
- Application can only begin after the applicant has entered Thailand
- Eligible visa types: Tourist Visa, Visa Exemption, or Visa on Arrival

Quota-LimitedBasic Qualifications
- Valid passport from current country of citizenship
- Non-Immigrant Visa held for at least 3 consecutive years on the same category
- Must be able to speak and understand basic to conversational Thai (interview required)
- Applicants aged 40+ require fingerprinting and criminal record check at the Criminal Records Division
- Verification of no Interpol arrest warrants
Executive
Chairman or Director of a Thai legal entity with minimum 10,000,000 THB registered capital and signing authority for at least 1 year. Average income minimum 50,000 THB per month for 2 consecutive years. Company must demonstrate either average annual exports of 20,000,000 THB, at least 5,000 tourists per year, or fully paid-up shares of at least 5,000,000 THB held for 2 years.
General Employment
Work permit held for at least 3 consecutive years. Current job at same company for at least 1 year. Minimum average salary of 80,000 THB per month for 2 years OR paid at least 100,000 THB in personal income tax annually for 2 consecutive years.

- •Form TM.9 — official PR application
- •Passport copies of every page showing at least 3 years of Thailand stay history
- •Education certificates certified by your Embassy, translated to Thai, and legalized by Thai MFA
- •Full work history from Department of Employment and copies of all work permits (every page)
- •Salary certificate covering past 2 years signed by authorized signatory
- •PND 90 or 91 for past 3 years with evidence of tax payments
- •PND 1 monthly withholding tax returns from current year to month of application
- •Medical certificate from a government hospital only — not older than 3 months
- •Criminal record clearance from home country, translated and legalized by Thai MFA
- •10 postcard-sized photos showing: you alone at work, with employees, outside the office, and at home with family — all mounted on company letterhead with descriptive captions
